Allow clothing allowance for foot insoles that tear personal shoes from wear and tear

The government allows veterans to get clothing allowance for knee brace and cream but not for insoles that is issued by Veterans Affairs for foot problems which stretch personal shoes beyond repair causing shoes to wear out faster. I feel that veterans could buy more shoes that could have better quality thus being cheaper than what the government contracts with vendors for shoes.
