The inability of the Commonwealth of Puerto Rico to restructure its own debt has created an economic crisis in the Commonwealth. This limitation is the result of the remnants of colonial ambitions and the general reluctance of the U.S. government to allow Puerto Ricans to control their own destiny, economically and politically. Thus, if President Obama is unwilling to allow the Commonwealth to restructure its own debt, then it is finally time for the people of Puerto Rico to decide their own destiny. President Obama's FY2014 Commerce, Justice, Science, and Related Agencies budget includes funding for "objective, nonpartisan voter education about, and a plebiscite on, options that would resolved Puerto Rico's future political status." This plebiscite would be conducted to DOJ specifications
