Due to the financial irresponsibility of the Federal Government of the United States of America, the Commonwealth of Virginia and its citizens are being subjected to unreasonable levels of risk of financial calamity. After separation, Virginia will maintain friendly relations and engage in trade with the United States. To ease the transition to an independent government, Virginia will pay a gradually decreasing amount of federal taxes for 10 years. Starting in 2013, Virginians will pay 100% of normal federal income tax to the United States, and the United States will continue to provide 100% of federal services to Virginians. In 2014, Virginians will pay 90%, and the US will provide 90% of federal services. This arrangement will continue until 2023.
