In order to qualify for this privilege, the GS employee or contractor must have an active security clearance of Secret or higher. These individuals have already undergone deep background checks are considered to be trustworthy individuals by the US Government/DOD. Additional training may be given on an annual basis by Security Forces such as First Responder Medical Training, Range Qualification, Threat Assessment, Counter Terrorism, or Active Shooter Training. Personal weapons must also be registered with the local Security Forces office. CAC cards will have encoding on them that designates the person as a CHL carrier when scanned by Security Forces (Ex: at gate entry). The intent is not to be the first force responder, but to have the ability to respond if necessary to an active threat.
