Allow concurrent receipt of military retired pay, and veteran disability pay for all service connected ratings (5-100%)

To allow military retirees, who have received a service connected disability to receive payment for that disability in addition to their retirement pay. Current law only allows veterans with ratings above 50% to receive payment for both. Military retired pay is for service rendered. Disability pay is for being hurt while performing that service. If one is hurt, and retires they should be payed for both. Currently the money is deducted from a military retirement check, and VA issues a check for the same amount. This law needs to be repealed so that all veterans 5%-100% are allowed concurrent receipt. President Obama promised to correct this by 2013 during his first term, but it had slipped through the cracks
