Each Region would consist of a High Court given authority by the US Congress and each region will be semi-autonomous and can have it's own armed forces along with it's own free and fair elections. The Regions will have a Proctor that would meet with the President of the United States every six months to explain their future plans for their respective region residents of each region will be able to move to and from different regions without the use of a passport because they would still be US Citizens with all the same rights.
