Allow Cthulhu to run in the 2016 Presidential Election

Despite a series of write-in campaigns from supporters advancing Cthulhu in the "Why vote for the lesser of two evils?" campaign, Cthulhu has not been offered an opportunity to run for President on any known ballot. Given that Cthulhu is much older than the constitutional requirements, and surely resided in the territories of the United States at the time of the adoption of the Constitution, this ought to be sufficient for allowing Cthulhu to be added to national ballots. At a time when so many petitions are moving forward that advocate secession, it is important that Cthulhu be allowed to help reunite the divided nation.
