Allow current underwater ARM homeowners making fully amortized payments to switch to fixed-rate for remaining term.

We need a regulation that allows homeowners with Adjustable Rate Mortgages (ARM), who are responsible with their payments, but currently owe more on the mortgage than their home is currently worth, an ability to modify their ARM note to lock in a fixed-rate for the loan's remaining term to prevent future housing crises when ARM rates inevitably rise. The regulation should allow homeowners who are currently financially able to make fully amortized payments (NOT teaser interest-only or option ARM payments) the option to lock in their interest rate based on the current prevailing ARM rate + Margin on Note + some reasonable "ARM to Fixed conversion fee" % (less than 1.5% certainly) to help stabilize responsible homeowner's payments and hopefully the housing market for the long term.
