Allow Custom Tax Allocations

Reform the federal tax system to allow citizens to adjust what their taxes paid are allotted to.

This would not adjust total taxes paid, only where/how it is split and spent.

It is a far more simple reform than it would seem, and the technology, design context, and methodology already exists: when filling out life insurance, or your will, you choose what percentage of the total insurance payout goes to whom/what. There are vendors and organizations that allow you to make purchases or donations, and select (to the cent) what amount goes where.

As an I.T. expert, I'm not taking a wild shot in the dark - I know this is more than plausible, and would gladly assist the government with solutions. This would also alleviate political deadlock over budget disputes.
