Currently DOL processes all foreign labor certification at no cost. DOL should be allowed to collect fees on all foreign labor petitions/certification similar to USCIS. This will make this process independent of Budget. This could save upto 150 billion dollars in spending over next 10 years. This will also help DOL to hire more people.
