Allow Detroit Public Schools to submit Head Start Funding late in the interest of fairness for Detroit's children.

Due to failures in the application process, Detroit Public Schools has failed to submit the application for Head Start program funding before the deadline this year. Every year Head Start programs provide access to early childhood education for low income children. This is an enormously important program for disadvantaged children and is especially important to the 80% of children in Detroit living in poverty. Substantial evidence shows that these programs provide educational, health, and economic benefits for the children and families who participate and also contribute to reduced crime rates in the communities served. In the interest of justice for these children and our community please allow DPS to complete the application process late.
