Allow development and cloning of cat-human hybrids and allow them basic human rights

(This is NOT a joke petition)
I am asking the White House if they will allow and fund the development of cat girls (and males if you're into yaoi). The reason I ask this is because I want a cat girl as my waifu. That is literally the only reason I want it.
But that is not to say that this research can lead to other sub species. It could even help our development of cloning other things.
I would also like to say that when these cat girls are finished, I want to allow them human rights and civil rights.
I know that I and many others are willing to help fund this research and will hopefully someday, live along side these cat girls.
