In the years 1993 to 1997, President Clinton ordered the disallowance or ban of classified nonconsensual research involving psychiatry and non-lethal but neurologically damaging energy weapons. As the years went by and new presidential committees arrived, the sense of governance surrounding this old issues and its inhumane nature, got lost in the grapevine.
Today, innocent victims, especially those left to the system's devices due to no fault of theirs and some, have simply fallen victims to societal outlaws made up of perpetrating characters from white supremacists, psychiatric researchers, dark groups, law enforcers, who all are in for the fun of it and the lucrative gains and control this industry provides. It is time, as president Bill Clinton did, that this office bans it all again.
