Allow dissolution of civil union and domestic partnerships in an state even if the state doesn't allow joining in one.

Couples that have entered into civil unions or domestic partnerships are forced to remain in these unions unless they return to the state they union was granted in. These unions should be given the same dissolution rights as a marriage if we are being told they are the equivilant to a marriage.
