A "diverse foreign worker" is defined as at least one of the following:
1) A foreign worker who has lived in more than 3 countries growing up.
2) A foreign worker who has lived outside their home country for at least 75% of their lives.

There's no reason these individuals should be bound by the visa numbers of their oversubscribed home countries.
