Its very simple..ACTIVE DUTY personell and Naval RESERVISTS have CAC cards.

RETIREES need them. All matters relating or previously related to access to BUPERS/MYPAY[DFAS]/DMDC, ETC. REQUIRE CAC card access. Passwords do not sync across these 'systems' stored on the same mainframe in DC. One an individual is locked out, they remain locked out for some time.More and more site are switching to CAC card access, leaving RETIREES in the dust. DoD civilians and Va personell have access, why cant RETIREES? it is difficult enough trying to keep data from all these offices in sync manually. WE NEED A BETTER SYSTEM!
