Allow dogs on commercial airplanes.

Allow passengers on commercial airlines to purchase an additional seat for their pet dog. Allow the dog to sit on the passenger seat without a crate enclosure. Require the passenger to provide a harness to attach to the seatbelt on the seat to keep the dog in place and also a sheet or towel to protect the seat from excessive dog hair. Require the dog to sit in the window seat, for less interaction with other passengers. Allow passengers sitting near the dog to request a seat change if they have allergies or other issues being near a dog.
