There are many petitions that will get enough signatures to require a response from the White House. However, popular response to something doesn't say anything about popular response AGAINST it. The White House would certainly find it easier to respond to a ludicrous petition that garners enough signatures which also has a significant anti-signature. Further, it would give a better indication to whether it's a hot topic or not. This may not always be true, but those cases it is not will likely be fun petitions (death star for instance).
