Allow E-5s in the Army the Basic Allowance for Housing as E-4s in the Navy and Air Force are already provided.

E-5s in the military generally have provided a good amount of service to the military and their country, averaging around 4-6 years of experience as well. Yet they are still mandated to reside in a substandard barracks with paper thin walls, low water pressure, mold, showers that don't work at all or only dispense cold water. Either allow E-5s in the military the same privileges that E-4s in other branches share or create a policy that is equal military wide.
