To allow each individual state to vote on the legalization of Gay Marriage and respecting each states decision

According to the 10th amendment any powers not delegated to the federal government, are reserved respectively to the states or to the people. Thus, the federal government should allow each state to hold a vote deciding the issue of Gay Marriage
