Allow for easier Child Support Income Modifications during periods of unemployment or a physical disability.

Child support income modification is very important to non-custiodial parents who have lost their jobs to no fault of their own and can't keep up with payments based on their old income. These parents will continue to pay, but at a modified rate based on new circumstances. Currently, if a non-custodial parent fails to ask for a modification in time, that parent can be jailed, state licenses suspended (including professional licenses), and reported to credit bureau's. I suspect many wait to modify because they don't expect to be unemployed for long and are not familiar with the strict guidelines around income modifications.
Currently, income modification can only start at the time the parent petitions for it. A new law should allow for easier income modification during unemployed periods.
