Allow Employment Based Legal Immigrants to apply for I485 as soon as their I140 is approved

Employment based legal immigrants have to wait many years (depending on their country of birth) to apply for I485 which is the final stage of the Green Card process.
During this time, they have to renew their work visa multiple times which costs a lot of money, as well as there is no accountability from USCIS regarding the renewal in terms of the time they take to process, and random rejections.
Only people from certain countries face this issue, due to the per country limitations on Green Cards.

If the per country limitations can not be changed, then we request that we should be allowed to apply for I485 as soon as we have an apprived I140, and then we can patiently wait for USCIS to grant us a Green Card, knowing that we have a definite place in line.
