Allow Evan McMullin to appear on ballots of all states for the 2016 presidential election

Evan McMullin is a very qualified candidate for president running as an independent. McMullin came into the race late and because of this is not on the ballots in many states. McMullin could be a candidate many people who dislike both Hillary Clinton and Donald Trump would support, but he is not on the ballot. In Utah, McMullin is neck and neck with the two candidates for the lead in the state's popular vote. Considering that there is someone popular enough in one state to win it outright, it is fair to allow him to be on all states' ballots.
