Allow families of the temporarily and or permanently ill to bypass HIPAA Laws and obtain guardianship quickly

As a family member of a mentally ill adult sibling who cannot make sound decisions for themselves, it has been hard to obtain guardianship and bypass HIPAA Laws for the benefit of the mentally ill. No one expects a family member to become ill to a point that they are incapacitated. The judicial process is a long one and a lot can happen in that time. HIPAA Laws prevent family members from contributing and receiving pertinent information that may benefit the ill patient. Most medical facilities release ill patients prematurely putting that patient in harms way. The laws need to change so that family members can protect their loved ones.
