Many homeowners owe more than their home is worth. Some have been fortunate and savvy enough to refinance under the HARP program. A conflict does arise though. The problem is, once you refinance under the HARP program, you cannot refinance using it again.
This restriction penalizes those who may have been proactive and refinanced a few years back (rates were much higher then). Now with rates being lower, there would benefit from a second chance at the program especially with the expanded limitations.
The White House and other lawmakers should sign into law legislation that would allow even those who are not backed to also refinance if their credit is worthy. The interest savings for consumers means more stimulation to the economy as well as continued stimulation to the mortgage industry.
