Right now the Federal Leave Donation Program only allows employees to register to receive leave donation if they experience a medical emergency. Maternity and paternity leave does not qualify as a medical emergency. Since federal employees do not receive parental leave, they have to use their accrued sick and annual leave to cover any leave they take for the birth or adoption of a child. If the employee does not have a significant amount of leave they are faced with returning to work before they are ready or going in Leave Without Pay Status. This puts a strain on families. If parental leave is not going to happen, the government can at least make it easier for employees to support each other by allowing leave donation for new parents.
