Allow for federally-issued student loans to be negotiated into settlement.

At present, any student loans issued by the federal government are not eligible for settlement negotiations. Given how quickly loan totals can be compounded by poverty, the end sum often winds up totaling more than double the original. Thus, when a citizen defeats poverty they are immediately penalized for having ever been poor. If settlements were allowed and context taken into account it would alleviate a huge financial weight currently crushing many young adults.
