Allow felons to vote as a U.S. constitutional right and limit state powers for limiting voter rights

Felons have very limited rights even when thy have served their sentences. In many states, they lose their voting right. Voting rights are a core right to our democracy and yet 100s of thousands of our citizens do not have that right, in many cases because of minor drug possession or poor judgement while in their youth. Maintaining our democracy by preserving voting rights is in everyone's best interest.
