Allow Felony charges to any who transmits HIV to any person without disclosing their positive status in all states

In some states, it is only a misdemeanor and a in many cases, a very small crime to commit, for infecting someone with HIV knowingly. When you infect someone with HIV without telling them after you are diagnosed, you are risking someones life. If you do not tell the person, and they do not get tested, the person will die of an opportunistic infection from AIDS if not treated. It should be the responsibility of any and all who have HIV/AIDS to tell their sexual partner before intercourse. Nobody has the right to suffer with this disease because of another persons dishonesty.
