Currently, the Federal civilian workers under the Federal Employees Retirement System (FERS) can purchase years of creditable service for any federal service performed prior to 1989, where an employee's pay is not subject to retirement deductions, such as, service under a temporary appointment, as long as a deposit is paid, except for a few exceptions. The 1989 year restriction should be removed, allowing any years of Federal service not subject to retirement deductions eligible for creditable service as long as the appropriate deposit is paid.
