To allow the foreign students with F-1 Visa to stay in a public high school for more than one year.

According to a federal law, a foreign student with F-1 Visa could only stay in a public high school for no longer than 12 months. This policy doesn't make sense since these students pay full tuition to the school and they do what schools ask them to do. Some students could fall in love with the school during these months. It's really stupid and unfair to ask them to leave after a whole year of study.
