Allow foreigners with no greencard to join any branch of the military just like a US citizen or permanent resident

I want foreigners to be able to join any branch of the military they want, after high school, after their undergraduate studies, or whenever they so choose. As it is, only US citizens (I believe) are allowed to join as officers with a Bachelor's degree and are given the opportunity to study in a military graduate school. I think it's important that the same privilege be given to foreigners that are legal (have a legal Visa) and want to pursue a military future. For example, a foreigner with a Bachelor's degree (having an F1 international student Visa) should be able to join the military (Navy, Marines, Army, etc.) for his/her graduate studies as an officer, and after obtaining a Master's or PhD degree, serve the military as a scientist (obviously, any other field of study applies as well).
