As Cannabis is less mentally and physically harmful than alcohol. Cannabis should be legalized and placed under the jurisdiction of the ATF and sold in a controlled manner comparable to the regulation and sale of alcohol. In addition to the benefit it provides to people who actually need medical marijuana consenting adults over the age of 21 should be able to choose to partake in the use of Cannabis just as they do for alcohol. This is a matter of a freedom to choose as an American citizen.
