Allow a general election to decide the question of assault riffles and high capacity clips

There is a pressing question in America today of whether the Federal Government should circumnavigate the 2nd Amendment right to bear arms. Many American citizens feel that it definitely should since the Newtown grade school attack. Many American citizens vehemently appose that prospect, citing the Constitution framers intent for the 2nd Amendment as a last stand effort against future tyranny.
This should be decided away from the hands of the government, by the people who's intent it was to protect. There should be a general election to allow the citizens of The United States to decide this issue.
