The 2010 Census showed that almost 7.8 million children lived in a home where the grandparent was the main caretaker. In most states these grandparents cannot enroll these children into school, or access medical care without going to court. For a grandparent attempting to get a legal guardianship when the parent is not there to consent is a costly venture. The caretakers, a majority of which are receiving Social Security cannot afford this option. The burden then falls to the state's child protective services to put the child in foster care so these services can be provided. The child then must live with the stigma of being a foster child, deal with guardian ad litem's, courts, missing school, needing permission to leave the state on vacation etc. Give granparents the rights they need
