On April 19, 2013, Richard Donohue, an officer of the Boston Transit Police, was grievously wounded in direct action against enemy combatants attacking this nation on our very soil. So serious were his wounds that he lost all of his blood, his heart stopped, and emergency medical personnel had to resuscitate him; he remains in critical condition.
Officer Donohue represents a singular occurrence in the history of our years-long conflict against foreign terrorists: he is the first civilian officer wounded in combat against a foreign aggressor. Because of his civilian status, however, Officer Donohue cannot receive the high honor which recognizes his sacrifice: the Purple Heart. This petition seeks to remedy the situation by designating such officers "Emergency Conscripts."
