Allow H-4 visa holders to work,literally we are wasting our skills sitting in home so plz give a chance to prove ourself

I have a query here why we are not supposed to work on H4,but ur allowing L1 dependent L2 are able to work here
.In my case my spouse He done his MS here got a good job and he married me from India then i came to here on H4 before i used to work in US based company with good salary having of 4+yrs exp.Now am Notable work here.we are here from last 2yrs.
2nd case one of my friends came here recently on L1 and his wife on L2 ,they did not do here just came here n they are working here ....what is my query is they just coming and doing jobs on their status but my hubby done his studied here he lived here more than 7 yrs and me 2+yrs am unable to work here y dnt u give us a chance to prove ourselves
At least u can gave a chance to do work here for H1B spouse who done their MS here.Thanks
