Many highly educated foreign workers do not find USA as a lucrative destination as while they work, their equally qualified spouse is not allowed by the rule to work under H4 status. This overall discourages the collective will of a family to live in the United States. The situation become worst when the working spouse is pursuing a research project at a university and has a family to manage in whatever meager stipend he/she gets. In this case if the spouse, who for most of these cases is equally well-qualified, should be allowed to work for the period of time for which the H1-B visa is valid.
