Allow for high mileage cars from overseas (such as bluemotion) to be sold and encouraged here like electric cars were.

Many cars produced overseas have surpassed what can be purchased here. The current car I drive gets approx. 32 mpg, the bluemotion version available in the uk/europe gets more than double that. The EPA is not friendly with these vehicles because emissions are approx 10% higher per gallon, however a gallon gets you much further. This would help with emissions, help slow the fuel crisis until more reliable electric cars are produced, and help the average person with rising fuel costs
