Allow homeowners to refinance under HARP even if they have LPMI (Lender Paid Mortgage Insurance).

Under the current and newly announced HARP guidelines, homeowners who are near or underwater cannot refinance if they have LPMI (Lender Paid Mortgage Insurance). The new guidelines will allow homeowners with PMI to refinance, but not those with LPMI. Many banks placed LPMI on mortgages and raised rates without the purchaser knowing. We should let those with LPMI refinance.
