allow the horse slaughter to be opened back up permanently

There is an overabundance of unwanted, older, broken down horses. This overpopulation is causing the value of horses that are wanted, and bred for a purpose to decrease significantly. The values of a small breeders horses is so low, it is almost impossible to make a living off of. The horse slaughter being opened back up would decrease the number of unwanted horses, and increase the value of horses that are. I believe there should be standards set for what is acceptable to go to slaughter so as to make sure that a decent horse is not about to be destroyed. There should be more humane methods used, and it should all be regulated by the FDA like any other slaughter house would be. Please, help our small time ranchers make a living and help us get a humane way of relieving the overpopulation.
