Allowing a chaplain to be put into the armed forces that offers a place for atheist, agnostic, and non-religious to go for personal issues without feeling judged or not accepted. Allowing a chaplain for a population that now makes up 23% of Americans and who are serving in the military. By allowing a humanist chaplain it will give those who need a place to go with personal issues who don't share the same religious ideologies.
