Allow immigrants to file their own green card based on their contribution to AmericanEconomy like 10 years of filing tax

Legal immigration is severely backlogged and people are spending decades in the same job at the mercy of their employers owing to the Green card woes. Immigrants are not able to progress in the career due to technical visa requirements. Employers are using it for their benefit by leveraging the "green" card. American economy & immigrants are both losing due to this suppression of talents. Immigrants should be able to file their own green card based on their contribution to American Economy in the form of number of years they have paid tax like 10 years. This will relieve the immigrants from their tie up with employers and help them in starting new companies and take up more challenging roles and promote innovation.
