Adjust 8 CFR 264 to allow Immigration Agents to use the Obama Administrations Prosecutional Discretion Directives to issue misdemeanor USDC Violation Notices under 8 USC 1306(a) Willful Failure to Register and 8 USC 1302 Registration and Fingerprinting. ICE lacks the ability to cite undocumented aliens for misdemeanor offenses such as not carrying Identification and failing to register with USCIS, forcing agents and officers to issue Notice to Appear/ Removal Orders for non-criminal aliens. A violation notice allowance prevents the forcing of non-criminal aliens into removal proceedings as Officers/ Agents have no other recourse other than doing so under the current CFR.
