allow importation of both new and used motor vehicles from western European countries.

To allow US citizens to privately import motor vehicles for personal use from western European countries without testing and/or modification of these vehicles given the following rules:
1) Any vehicle designed originally for right hand drive countries must have their headlights replaced to work correctly in North America.
2) The vehicles must be compliant with their exporting countries safety and emissions laws at the time of export.
3) The importing citizen must maintain ownership of said vehicle for a minimum of two years.
4) The importing citizen may only import a maximum of one vehicle per calendar year.
Current European Union safety and emissions regulations are very stringent, and though measuring bases are different than those used by the DOT/EPA, they are still valid.
