I believe it would be in the best interest of the nation and it's citizens if American citizens that can prove they are in a status of indigent to be subsidized or refunded the cost of acquiring basic identification government documents.
While spending time at a friend's house that is a mother of 5 children, one of her children that has just turned 16 was struggling to find a way to acquire a copy of his birth certificate, social security card, and proof of residential information to be able to purchase a state ID card. Without any of these, he would not be able to enter the workforce. Due to his mother's income and the fact he has no income, this scenario seemed almost impossible unless someone else stepped in to help. It would be a win/win situation for the gov to help in this matter.
