Allow individuals who have earned their chapter 33 and 1606/1607 to use the kicker in conjunction with chapter 33.

The VA previously allowed qualifying individuals to use their chapter 1606/1607 kicker in conjunction with their chaper 33 benefits. I earned my full chapter 33 benefits on active duty and re-enlisted with the reserves to earn my additional GI Bill benefit. On 1 July 2012, it became law that people like me who earned their educational benefits were to be denied the use of their 1606/1607 kicker with the use of their chapter 33. Even though by using the kicker you were relenquishing the rest of your 1606/1607 benefit. I do not recognize how this would be used as a money saving tool for the VA do to that fact. It is far less expensive in the long run to pay only the $350/month for the kicker in lieu of the kicker and the tuition. I have earned my educational benefits over the last 12 years.
