Allow International Students on F-1 Visa Status to set up their own legal Business/Startups easily.

I am an International Student on F-1 visa studying in the US and would like to start my own Startup/Business in my own major . I fail to Understand why the US doesn't allow us to start our own ventures where we are creating jobs in the US and improving the economy with our ventures.I request the government to bring in rules and regulations so international students can set up their own Businesses easily.
