Allow land within a seceding state to re-patriotise by letting said land become an 'island' of United States territory

The citizens of the states making up this republic must no longer be subject to worries due to arbitrary demands by those unwilling to accept the U.S. government system when decisions do not pan out to their approval. As such, a pre-emptive, anti-secession re-patriotisation must occur.

We, the citizens of the United States therefore wish to pursue a course where should a state secede, those loyal to the republic may vote areas of land within the seceded state to remain U.S. territory; land-locked islands within U.S. borders within foreign zones.

When mobs needlessly form to threaten our way of life, measures must be taken to ensure continuance of citizens' ability to protect their homes and families from those seeking to needlessly force them out of their country.
