When green card holders adopt a baby outside the United States, they will not have the same privilage as U.S. citizens to bring the adopted child right away...which is normal. When green card holders give birth to a child outside the United States they can bring him\her right away which is great. Now, if green card holders could not have kids on their own after 4 to 5 years of marriage and they have doctor certificates to prove it. The adopted child should be considered as their own and they should be able to bring that child to live with them in their new home country. There is lots of suffering for this type of couples, financially and emotionally, the only remedy for them is to be able to adopt and live their life just like any other family instead of waiting another 3 to 5 years.
